Surveyor of Ships. Either of these officers could act as Port

Director in the absence of the substantive office-holder, and both

could legitimately aspire to promotion to Port Director, if they

held the requisite qualifications and were otherwise suitable for

promotion.

5. It is not proposed to alter the nomenclature or organization

of the Ship Surveyors Office, other than to make it the normal rule

that the Senior Surveyors should be dram one from among the Ship and

Nautical Surveyors, and one from the Surveyors (Engineer and Ship).

6. More radical alterations are envisaged in the staffing of

the Port Control branch. In August of last year a number of the

subordinate officers employed in the Boarding and Mercantile Marine

Offices submitted a petition which was forwarded to you under cover of

the Governor's despatch No.158 of 4th November, 1946. When forwarding

the petition the Governor mentioned that the duties of these officers

now bore little relation to those which they originally performed when

their posts were established and designated. He also stated that he

was in general sympathy with the request of the petitioners, but that

at that time he was not in favour of any piecemeal alteration in

salaries. I feel that the time has come to raise the status of these

officers so as to recognize the increase in their responsibilities and qualifications, and to re-grade the posts. I therefore recommend the

abolition of the titles Deputy Shipping Master, Assistant Shipping

Master, Chief Boarding Officer, Boarding Officer, Chief Assistant and

Assistant Inspector of Junks, and Boatswain, Yaumati, and the

substitution of those which I am given to understand are in use in
